Advocate programs and policies that promote the full acceptance of people in all aspects of community life, such as disability-friendly design
Support inclusive housing policies for Culver City residents, including extending the eviction moratorium through the COVID-19 pandemic, adopting permanent renter protections, building more affordable housing, and eliminating parking minimums that inflate housing costs
Establish a Community Police Oversight Board to promote transparency and accountability informed by the experiences of those who are overpoliced
Promote civic engagement by making public meetings, communications, and city websites accessible to people with a wide range of abilities, including physical challenges and visual and hearing impairments
Support for lowering the municipal voting age to 16 and encouraging youth participation in city government
Expand anti-racist training to all city employees
Reduce the CCPD budget by 50%, and reallocate funds to social programs that provide supportive services to youth, individuals with mental health needs, people experiencing domestic violence, and other community wellness initiatives
Decriminalize homelessness and fund supportive services for residents who are unhoused or rent-burdened and facing eviction
Encourage all sectors of our community to be responsible citizens, including businesses large and small
Promote fair share tax policies, in proportion to business size, to support our high quality city services
Actively invite input from neighbors of color and others who have been underrepresented or absent from civic decision-making, and make sure their lived experiences are heard and valued
Increase safety by expanding transit options on school-adjacent streets, and investing in infrastructure, such as designated bus and mobility lanes
Advance policies that promote our economy while protecting the environment, including resourcing the Culver City Sustainable Business Certification Program, which equips businesses to adapt socially responsible and climate friendly business practices
Partner with Los Angeles County to close the entire Inglewood Oil Field and promote regional policies to redress health and environmental harms to neighboring Black communities
ADDITIONAL PRIORITIES
Inclusion
Prioritize making Culver City a community that values all voices. In Culver City, 53% of our residents identify as Latinx, Asian Pacific Islander American, Black, Bicultural or another non-white group. About 52% of residents are female. And, nearly half of Culver City residents are renters. For most of Culver City’s history, representation of these groups in city leadership has been lacking. This needs to change.
Housing
Promote housing policies that properly balance the needs of renters, property owners, and businesses.
Enact the permanent rent control and strong renter protection program recommended by Protect Culver City Renters. Move beyond State law AB 1482 (the California Tenant Protection Act of 2019) to include a rent cap and other provisions that protect renters from displacement. Build a robust rental registry and include enforcement provisions.
Adopt upzoning to stimulate housing production, and prioritize affordable housing, including robust mandatory minimum requirements for new residential developments.
Eliminate parking minimums, which have proven to dramatically inflate housing costs, contribute to climate change, and prevent livable, equitable communities.
Homelessness
Understand that housing is a public health issue, both for the un-sheltered, and for the community at-large.
Fully embrace the Housing First Model in Culver City, which values flexibility, individualized supports and autonomy, to provide permanent housing for un-sheltered individuals and families.
Decriminalize homelessness, and fund strength-based services to build resilience, social connections and supports that address trauma, mental health and substance abuse, while providing temporary and permanent housing solutions.
Safe Openings (COVID-19 Response)
Adopt policies supported by infectious disease specialists and public health officials, in order to strengthen the health of our entire community.
Work with all sectors of the community to draft and implement COVID-19 specific policies, including the responsible relaxation of safeguards, such as expanding the use of public sidewalks and street lanes for pocket parks and outdoor dining throughout Culver City.
Thoughtfully consider the long-term economic effects of COVID-19 policies, so that the needs of businesses of all sizes receive the consideration they are due and the city is able to return to a solid financial footing.
Mobility
Use Universal Design and “design for all senses” to close gaps in accessibility and create safe mobility options for everyone who uses public transportation and moves around outdoors and in government facilities.
Enable everyone regardless of mobility issues to access our parks and natural areas, which are essential to our physical, emotional, and psychological health.
Utilize geospatial technology and other tools to improve mobility in the built environment for everyone in Culver City.
Make sure that mobility needs are informed by our understanding of COVID-19 so that physical distancing can be maintained while social connections are valued.
Environment
A just transition from reliance on fossil fuels to a renewable energy future addresses climate change through an equity lens. The first element of a just transition is listening to voices in the community of stakeholders who are not usually at the table about how any policy being considered would impact them.
Build on the work of the current council and close the Inglewood Oil Field based on the finding of the amortization study. Adopt policies that protect clean air and water quality and safeguard La Ballona Creek, a vital part of our regional watershed.
Encourage businesses of all sizes to implement practices and form policies to reduce energy and water consumption, prevent pollution, divert waste from landfills, and enhance social responsibility.
Strengthen and expand the polystyrene (Styrofoam) ban in Culver City.
Find ways to encourage green building standards in the private sector, as well as in publicly funded projects.
Adopt policies that require the city to give preference when awarding contracts to women and minority-owned businesses. Equitable job transitions require policy makers to be aware of barriers that make it tougher for women and low-income workers to get retrained and ready for jobs in a green economy.
